Understanding Technology Equipment Import Restrictions in Morocco

Morocco is located at the crossroads of seas and continents (between Europe and Africa), making it a favourable destination for foreign manufacturers.

The country has also positioned itself as a leader in the science, innovation, and technology sector in North Africa, which opens up opportunities for IT equipment importers.

However, importing technology equipment into the country is subject to complex import controls, requiring the expertise of an experienced IOR.

Let’s dive into Morocco’s technology import restrictions and how Blackthorne IOR services can help!

3 IT Equipment Import Restrictions and Requirements in Morocco

1. Cم (CMIM) Marking Requirement

Morocco requires your IT equipment to undergo security and electromagnetic assessment to ensure it complies with the following regulations:

  • Low Voltage Directive (2573-14)
  • Electromagnetic Compatibility Directive (2574-14)

If your product is electronic and belongs to the telecommunication sector, you must obtain type approval from the National Agency of Telecommunications Regulation (ANRT).

Once all tests are conducted and the regulatory requirements are met, the equipment is labelled with the CMIM seal (CMIM certification).

2. CMIM Certification Documentation

You (importer) must obtain a technical file and a declaration of conformity before shipping the equipment to demonstrate compliance with Moroccan conformity assessment procedures.

The technical file entails:

  • Product description, including intended use and technical specifications
  • Designs on the functioning of the equipment
  • Conceptual and manufacturing drawings
  • Technical explanations of the design, safety measures, and functionality of the product
  • Harmonised standards(EN) reference
  • Design calculations and testing results

Note: The manufacturer is responsible for affixing the CMIM mark at the country of origin to demonstrate conformity

3. Verification of Conformity (VoC)

You must submit a certificate of conformity (CoC) at the border for customs clearance. The certificate proves your equipment complies with Moroccan quality standards and technical specifications.

How Blackthorne IOR Handles Moroccan Import Controls

In addition to the import controls discussed, Morocco is continually advancing its regulatory framework to ensure compliance with international regulations. An example is the EU P2P Export Control Programme for dual-use goods.

To comply with Morocco’s national and international regulations for IT equipment, Blackthorne offers the following IOR services:

  • Legal entity representation: As an established entity in Morocco, we ensure timely application and acquisition of relevant local permits and approvals such as ANRT-type approval.
  • Import and export compliance: We identify import and export licensing requirements to perform conformity assessments and obtain necessary certification.
  • Customs clearance: Blackthorne provides all required documentation and pays applicable duties and taxes to facilitate timely and compliant customs clearance.
