Ireland IT Equipment Import Controls

Ireland has become a favourable import destination for technology investors due to its business-friendly environment. This is due to various incentives, including giving cash grants and sharing free advice with foreign businesses expanding to the country.

However, Ireland’s IT equipment import regulations can be complex to navigate, necessitating the intervention of an expert IOR such as Blackthorne.

Let’s explore the tech equipment import requirements and how an importer of record can help.

IT Equipment Import Requirements in Ireland

Here are the import requirements, including technical regulations, customs, and compliance requirements for IT equipment destined for Ireland:

1. RoHS Directive

All electrical and electronic equipment, unless specifically exempted, must comply with the restriction on certain dangerous substances before placing their items on the Irish market.

To ensure compliance as an importer, you must:

  • Provide a Declaration of Conformity
  • Have CE marking affixed on the final products as proof of compliance
  • Ensure products are identified by batch, type, or serial number and that they bear the contact address and trade name on the finished product, packaging, or accompanying documentation
  • Have at least one economic operator (you, manufacturer, or authorised representative) based in the EU to ensure product compliance
  • Take corrective measures in case you suspect non-compliance and notify the Irish authorities via rohs@epa.ie of the actions taken

2. WEEE Directive

Importers must register with Producer Register Limited (PRL)  annually and report the types and quantities of EEE they place on the Irish market.

Other steps importers should take to remain compliant include:

  • Report EEE volumes monthly via the WEE Blackbox system
  • Label equipment with the crossed-out wheeled bin symbol
  • Inform users about product take-back and recycling options
  • Finance waste management, either via a compliance scheme (B2C) or self-compliance (B2B)
  • Comply with RoHS guidelines

B2B importers have additional compliance obligations, including:

  • Submitting a 3-year WEEE Waste Management Plan to the EPA
  • Filing annual WEEE report detailing volumes recovered and treatment results
  • Tracking recovery and recycling targets per Schedule 10 of the WEEE regulations

3. Radio Equipment Directive (RED)

The Radio Equipment Directive ensures wireless and RF-enabled devices meet key standards for safety, electromagnetic compatibility, and efficient use of the radio spectrum.

To ensure compliance, importers must fulfill all the requirements stipulated in the RoHS directive.

Additionally, the importers must:

  • Transport and store the equipment in a way that maintains conformity
  • Keep the technical documentation and Declaration of Conformity for 10 years
  • Include clear instructions and safety information on the equipment in English or Irish

4. Telecommunications Licensing

If your product enables electronic communication (e.g., routers, mobile equipment, fixed-line access points):

5. Customs Procedures

To facilitate timely customs clearance, importers must meet the following requirements:

  • File an Import Declaration electronically via the Automated Import System (AIS) before goods are released from customs
  • Obtain an EORI number from Irish Revenue
  • Submit required documentation, including transportation paperwork, licences and certifications, and technical documents
  • Pay applicable duties and taxes, including VAT (standard rate is 23%, calculated on CIF value + duties)
