So we have gone in to this in a lot more details and can confirm it is an exception for devices with single use applications. This would apply to diagnostic devices that are feeding encrypted information to a central server or robots in an Amazon warehouse picking and packing. If it is a single closed application this exception can be used but not for general networking purposes.
